What POPLA is
POPLA, the Parking on Private Land Appeals service, is the independent appeals body for charges issued by BPA member operators. It is free to use, it is independent of the operator, and if POPLA finds in your favour the operator must cancel the charge.
The order, and the deadline
- Appeal to the operator first. POPLA will not look at your case until you have been through the operator's own appeal process.
- Get the rejection and your POPLA code. When the operator rejects your appeal, it must give you a POPLA verification code and explain how to appeal.
- Submit to POPLA in time. You are normally given 28 days from the rejection. Check the exact deadline on your rejection letter and do not leave it late.
How to put a strong POPLA case
- Lead with your strongest ground. Commonly a POFA 2012 timing or content failure, inadequate signage, or no landowner authority.
- Put the operator to proof. They must show they met POFA and hold proper authority. Ask for the landowner contract and the signage or site plan.
- Attach your evidence, clearly labelled: photographs of signage, proof of payment, dates.
- Keep it factual and structured. POPLA assessors weigh evidence, not emotion.

Is POPLA the right route for my charge?
Only if the operator is a BPA member. If it is an IPC member, your route is the Independent Appeals Service instead. Check the charge notice or rejection letter for the trade body logo or membership number. If the operator belongs to neither, that raises its own question about how it lawfully obtained your details from the DVLA.
Should I pay the reduced amount instead of appealing?
That is exactly what the discount is designed to make you do. Escalating to POPLA is free, and the charge can be cancelled entirely. Weigh that against a reduced payment before you hand over anything, bearing in mind that paying generally ends your ability to challenge.
Is POPLA's decision binding?
It binds the operator, not you. If POPLA finds in your favour, the operator must cancel the charge. If POPLA does not, you have not signed away your position in the way that paying would.
