DO NOT USE FOR THE LONDON ULEZ, LEZ OR CONGESTION CHARGE. Those run on a different Act and different Regulations, they have six grounds rather than seven, they have NO procedural impropriety ground, and appeals go to the Road User Charging Adjudicators instead of the Traffic Penalty Tribunal. Sending this letter to Transport for London would cite the wrong law at the wrong tribunal.

DEADLINE: representations must reach the charging authority within 28 days of the date the Penalty Charge Notice was SERVED. Service is deemed, not the day you opened the envelope. See the note in the letter.
