DO NOT USE FOR: a Clean Air Zone outside London (Birmingham, Bristol, Bath, Sheffield, Bradford, Tyneside, Portsmouth). Those run on the Transport Act 2000 and SI 2013/1783, the grounds are different, and the appeal goes to the Traffic Penalty Tribunal, not to London Tribunals. Also not for council PCNs, red routes, bus lanes or private parking charges.

1. Get TfL's camera image first. You cannot compare two vehicles until you have seen theirs. Ask for it in writing straight away. Do not let the 28 day deadline pass while you wait: send your representations in time and say the image is awaited.

2. Report the suspected cloning to the police and get a crime reference number. TfL asks for one. A cloning case without a crime reference is materially weaker than one with it. Notify the DVLA as well if your mark has been misused.
