Those run on the Transport Act 2000 and SI 2013/1783, the grounds are different, and the appeal goes to the Traffic Penalty Tribunal, not to London Tribunals. Also not for council PCNs, red routes, bus lanes or private parking charges.

DEADLINE: get your representations to TfL within 28 days of the date the PCN was served. Regulation 13(2) of SI 2001/2313 lets TfL "disregard any such representations which are received by them after the end of the period of 28 days beginning with the date on which the penalty charge notice was served". It is a power to disregard rather than an absolute bar, so a late representation with a good reason is still worth making. Do not plan around it.
